Blocks or a frozen picture are symptoms of pixilation (also known as tiling).

Occasionally pixilation is a result of problems at the content provider but may also occur during high-motion programs, such as sporting events-when the background picture changes faster than the foreground picture. If it happens regularly, it could be a wiring or equipment problem.
